CARIBOU – Frank D. L. Payne III, 85, died November 15, 2021 at the Maine Veterans Home after a period of declining health. He was born December 23, 1935 in Pulaski, Virginia, and left home at 18 to join the United States Air Force. It was the Air Force that took him all over the world, eventually bringing him to Loring AFB in Aroostook County, which is where he made his home. Following his retirement from the Air Force in 1977, he worked both at Defense Finance Accounting Service and at Loring Job Corps for many years. Mr. Payne was also a member of the Kiwanis Club and the American Legion. He is survived by two brothers, Henry and James Payne, two sisters, Ethel (Peggy) Slaughter and Rosemma Grubb, a son, Ivan Payne, 4 grandchildren, many nieces and nephews. He was predeceased by his wife, Althea, a daughter, Jane (Carr) Holley, and his beloved parents, Frank D.L. Payne II and Ethel (Cox) Payne. A celebration of Frank’s life will be held Saturday, November 20, 2021 at 2pm at the Mockler Funeral Home, 24 Reservoir Street, Caribou, with Frank’s nephews, Rev. Phillip Slaughter, and Rev. Perry Slaughter officiating. Interment will be at a later date in the Northern Maine Veterans Cemetery.
